Sortof yes. In your fuzzy theories that's it.
"it only exists when measured, the measuring is the being, the order
of the naive measuring is the true order" it relates closely to your
"the light in the universe is in step with the light in my eye, i
control the universe by merely looking at it", which is only a hair
away from "i create the universe because i am seeing it".
