It's bullshit, of course. It's one of things that relativists love to
use as an example of the explanatory power of relativity. The reason
is that they must find excuses that there has to be something other
than empty space to explain observed phenomena. The truth is that the
magnetic field of moving particle is due almost entirely to its having
a magnetic moment. If there is a particle with an electric charge and
no magnetic moment, moving such a particle would not create a magnetic
field. Deny at your own detriment. I'll leave it to particle
physicists to make this discovery.

Motion in 3 spatial dimensions -> magnetic field

The question is, why does the mere motion of a particle generate a
magnetic field? Answer, because we are moving in an sea of energetic
particles and the magnetic field is the result of interactions with
these energetic particles. What are these particles? They are photons,
of course.

Motion in fourth dimension -> electric field

A magnetic field is proof of the existence of a sea of energy in which
we move. But so is the electric field. Now I would have been
infinitely more impressed if relativists had explained the cause of
the electric field. They have no clue. the answer is an electric field
is generated by motion in the fourth dimension. This tells me that the
sea of energy 4-dimensional and that we are moving in it in the fourth
dimension at c.

The causality of motion

It's that simple. But there is something even more amazing in all of
this. One of the things that physicists have absolutely refused to
explain is why objects move (there may be a conspiracy in there
somewhere). Why does a particle remain in motion? Well, now you know.
Motion requires a series of interactions. The electric field and the
magnetic field are the result of these interactions. No sea of energy
= no motion. Motion and electric and magnetic fields are the proof.
