A plan for the hill Santo Domingo, Valparaiso

The city of Valparaiso (Chile) has been built against a serie of hills watching the Pacific Ocean. The living conditions on most of these hills are very poor. An obvious example is the hill Santo Domingo.
In the plan as presented here we have been thinking about a smart strategic vision for the city as a whole and the hill and its surroundings in detail. This has been elaborated in a design proposal.
